Sealed bids for the City of Weldon Spring (hereinafter "Owner") Wolfrum Road Slide Repair (hereinafter “Project”) will be received by Weldon Spring City Hall, 5401 Independence Rd., Missouri 63304, until 10:00 a.m. local time, on Wednesday, July 17, 2025, at which time the bids will be publicly opened and read aloud.

The Scope of Work includes repair of a slope failure within the City of Weldon Spring and provides for earthwork, storm sewer culvert replacement, pavement preparation & pavement striping, traffic control and other incidental items and work described in the Project Manual, or reasonably inferable therefrom. The City of Weldon Spring anticipates issuing notice to proceed July of 2025. A non-mandatory prebid meeting will be held on Wednesday, July 10, 2025 at 2:00 P.M. in Weldon Spring City Hall.

To ensure that you receive all addenda, request the bid documents by email from Heather Boening at hboening@cochraneng.com. Bid packages will be distributed electronically at no cost to the bidder. When requesting the documents, you will be required to provide your company name, a contact person and phone number, a complete company address and an e-mail address to be added to the Plan Holders List and for receiving official bidding communications and addenda. If you are not on the Plan Holders List, you will not receive any addenda issued. Hard copies will not be available for purchase. Bidders may make printed copies of the bid documents at their own expense.

A bid security in the amount of five percent (5%) of the bid amount must accompany each bid, in accordance with the Instructions to Bidders.

The wage rates applicable to this project have been predetermined as required by law and are set forth in this specification. When Federal wage rates are applicable and included, this contract is subject to the “Work Hours Act of 1962”, (P.L. 87-581: 76 Stat. 357) and implementing regulations. When state and federal wage rates are both required the higher of the two for each job classification shall be used.

Effective January 1, 2009 and pursuant to RSMo 285.530 (1), No business entity or employer shall knowingly employ, hire for employment, or continue to employ an unauthorized alien to perform work within the state of Missouri. The successful bidder must submit a sworn affidavit and documentation affirming the business entity's enrollment and participation in the federal work authorization program and that all of its employees working for the contracted services are not illegal immigrants.

Upon signing the contract, the successful contractor and any subcontractor performing the work shall provide a ten hour Occupational Safety and Health Administration (OSHA) construction safety program for their on-site employees within sixty (60) days of beginning work on the construction project.

The City of Weldon Spring, Missouri hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, businesses owned and controlled by socially and economically disadvantaged individuals will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religion, creed, sex, age, ancestry, or national origin in consideration for an award.

THE OWNER INTENDS TO AWARD THE CONTRACT TO THE LOWEST, RESPONSIVE, RESPONSIBLE BIDDER. THE OWNER RESERVES THE RIGHT TO REJECT ANY AND ALL BIDS, AND TO WAIVE ANY IRREGULARITIES IN THE BEST INTEREST OF THE OWNER.
